5. Awareness Programs and Trainings:
(a) HEI shall instruct students, faculty, researcher and staff about proper attribution, seeking permission of the author wherever necessary, acknowledgement of source compatible with the needs and specificities of disciplines and in accordance with rules, international conventions and regulations governing the source.
(b) HEI shall conduct sensitization seminars/ awareness programs every semester on responsible conduct of research, thesis, dissertation, promotion of academic integrity and ethics in education for students, faculty, researcher and staff.
(c) HEI shall:
i. Include the cardinal principles of academic integrity in the curricula of Undergraduate (UG)/Postgraduate (PG)/Master’s degree etc. as a compulsory course work/module.
ii. Include elements of responsible conduct of research and publication ethics as a compulsory course work/module for Masters and Research Scholars.

2.07 To approve two Credit Course entitled “Research and Publication Ethics” designed by S.P. Pune University (Centre for Publication Ethics) to be made compulsory for all Ph.D. students as pre registration course work. (Deferred Item No.2.07 of 542nd meeting held on 2nd August, 2019).

iii. Include elements of responsible conduct of research and publication ethics in Orientation and Refresher Courses organized for faculty and staff members of the HEI.
(Implementation: GURU-DAKSHTA Faculty Induction Programme (FIP) Module 7: Academic Integrity)
iv. Train student, faculty, researcher and staff for using plagiarism detection tools and reference management tools.
v. Establish facility equipped with modern technologies for detection of plagiarism.
vi. Encourage student, faculty, researcher and staff to register on international researcher's Registry systems

Notification No. F.1-2/2017(EC/PS) of University Grants Commission dated 18.07.2018
According to UGC Regulations 2018, one of the eligibility criteria for most of the
academic positions listed therein is, “research publications in peer-reviewed or UGC-listed journals.”
But a later notification of 2019 reads as, “Any publications in predatory/dubious journals
or presentations in predatory/dubious conferences should not be considered for
academic credit for selection, confirmation, promotion, performance appraisal, award of scholarship
or academic degrees or credits in any form, With immediate effect, research publications only from
journals indexed in UGC-CARE List should be used for all academic purposes.”.
UGC reiterates the same it in a further notice as “... with effect from 14th June 2019 research publications only from the journals indexed in UGC-CARE List should be considered prospectively for any academic purpose.”

Academic Integrity
Increased incidence of compromised publication ethics and deteriorating academic integrity is a growing problem contaminating all domains of research. It has been observed that unethical and/or deceptive practices in publishing are leading to an increased number of dubious, predatory journals worldwide. In India, the percentage of research articles published in predatory journals is high. Unethical practices leading to the “pay and publish trash” culture need to be thwarted immediately.
Goals of CARE:
- Promote quality research, academic integrity and publication ethics in HEIs.
- Promote high quality publications in reputed journals.
- Develop a methodology for the identification of good quality journals.
- Prevent publications in predatory, dubious, and sub-standard journals.
- Create and maintain a - UGC-CARE “Reference List of Quality Journals” (UGC-CARE List) for all academic purposes.
