Libraries attached to local self governments

According to Local Self Government Department, Government of Kerala, here are 

  • 941 Grama Panchayats‍
  • 152 Block Panchayats
  • 14 District Panchayats
  • 87 Municipalities
  • 6 Municipal Corporations
in Kerala. 

Only 69 of them, ie 7% have full time librarians.

The seniority list of these librarians are available at the site of the LSG Department.

The designations, method of appointment and qualifications of librarians in LSGD libraries are stipulated in the Kerala Panchayats Subordinate Service Rules, 1994 as follows:

GROUP III
Category 1-Librarian Grade I 
Category 2-Librarian Grade II 
Category 3-Librarian Grade III 
Category 4-Librarian Grade IV

GROUP III
Category 4- Librarian Grade IV 

1. By promotion from among qualified persons.

2. In absence of suitable persons under (1) above by appointment by transfer from among qualified full time contingent employees with four years service.

3. In the absence of suitable persons under items (1) and (2) above by direct recruitment.

Note.-The ratio of 2:3:4:6 shall be maintained among Grade I, Grade II, Grade III and Grade IV Librarians.

GROUP III
Grade IV Librarian 

By promotion/transfer and By direct recruitment 

1. S.S.L.C or equivalent
2. A certificate in Library science issued by the Board of Public Examinations, Kerala or its equivalent.
3. A certificate in Library Science issued by the Kerala Grandhasala Sangham.

Note:- 50% of the substantive vacancies shall be filled up by appointment, by promotion or by transfer and the remaining 50% by direct recruitment. In the absence of qualified candidates under item (i) above, those vacancies shall also be filled up by direct recruitment.

Qualification: Degree in any subject and Degree in Library and Information Science or S.S.L.C or equivalent and Diploma in Library Science or Certificate in Library Science recognized by Government

Note:- (1) Recruitment by Promotion or by Transfer to the post of Librarian and Cultural Assistant is also entrusted to the Kerala Public Service Commission. The ratio for appointment by transfer between Degree, Diploma and Certificate holders in Library Science Shall be 3:1:1.

African Journal of Biological Sciences: A predatory journal in Scopus

 Hello Team RetractionWatch, I would like to report a case of a journal named "African Journal of Biological Sciences".  The journal is index in Scopus at  https://www.scopus.com/ sourceid/21101106407 Scopus does not mention a homepage for the journal nor given a link to the journal. Scopus has calculated CiteScore 2023 as 0.8. All the articles of the journal are indexed in Scopus. It is interesting to note that all the text on the homepage "About the Journal" and "Journal Policies" are images. The image on the homepage shows the cover of a print version of the first issue of the journal bearing ISSN XXXX-XXXX.
