Explanation: UGC Scheme is applicable to qualified librarians but not scale from the very first UGC scheme implemented in Kerala.

Clause 12.
All Colleges should have qualified Librarians. Bachelor Degree in Library and Information Science will be prescribed as minimum qualification for filling up of the post of College Librarian, In all "A" grade Colleges, and other Colleges getting UGC grant for development of Library, one Librarian must possess the academic qualification and must be given the pay scale and service conditions as prescribed by UGC.
Explanation: All librarians possessing academic qualification as prescribed UGC must be given the pay scale and service conditions as prescribed UGC.

Clause 5.
Those who have BLISc qualification as per the Statute and a minimum of 8 years service will also be eligible to get salary in UGC Scale with effect from 17-9-2004 giving relaxation to UGC qualification, on condition that they must acquire either UGC qualification within four years or quality (pass) 4 (four) refresher courses. They should execute a bond permitting to recover the extra salary and benefits received, if they fail to acquire the prescribed qualifications. In no case the managements shall be allowed to recruit new unqualified hands and claim this relaxation.
Explanation: Only those who got relaxation to UGC qualification are eligible to get salary in UGC scale. It is clear that argument of UGC scheme vs UGC scale, it at all exists, is only applicable for those who came to librarian positions with relaxation to UGC qualification. The argument of UGC scale is not applicable to qualified librarians, as UGC scheme is applicable to them from the very first UGC scheme implemented in Kerala.

Clause 3 (vii).
All the Colleges getting UGC grant will have a post of UGC librarian, The Private Aided Colleges getting UGC grant as of now and having Grade Librarian post will be upgraded as UGC Librarian post, The existing qualified Grade Librarian in such colleges may be promoted as UGC Librarian, If the existing Grade Librarian is not qualified for the post of UGC Librarian that post may be declared as supernumerary and he/she may be allowed to continue in the post, The Grade Librarian post will cease to exist as when the person quits service or acquires UGC qualification or the post becomes vacant due to any other reasons, The post of UGC Librarian can be filled only after the supernumerary post of Grade Librarian ceases to exist in the College.
