Smt. Kavitha V.G with effective date of registration 12/07/2017 has submitted the thesis on 07/12/2020 under the guidance of Dr. Rajan T.K, Assistant Professor, School of Distance Education, University of Kerala. Smt. Anusree Ajayan U with efffective date of Registration 12/06/2017 has submitted the thesis on 07/12/2020 under the guidance of Dr.Indu.K.V, Assistant Professor, School of Distance Education, University of Kerala. Both of them are registered in Ph.D Programme in July 2016 session and hence comes under the purview of UGC Regulation 2016 As per clause 8.6 of the the Regulations for Award of Ph.D. Degrees, University of Kerala, 2016 “The thesis submitted for adjudication shall contain an undertaking from the research scholar and a certificate from the Research Supervisor attesting to the originality of the work, vouching th In the above circumstances, the inspection team recommended to approve the Department of Islamic History, University College as a recognized Research Centre of University of Kerala. (Inspection Report appended) As per the orders of the Hon’ble Vice-Chancellor, the matters regarding the recognition of Department of Islamic History, University College, TVM as an approved research center along with the Inspection Report and the applications for Recognition as Research Supervisor in that Department to Dr. Manoj.R & Dr. Scintila N.J, Assistant Professors (If granted Recognition as Research Centre) are placed before the Standing Committee of the Syndicate on Academics and Research for consideration and recommendation.at there is no plagiarism using the software approved by the UGC/University and that the work has not been submitted for the award of any other degree/diploma of the University or to any other Institution.” The candidates were intimated the same vide memo dated 22/12/2020. In reply to the memo the candidates have submitted a request stating the difficulties to submit the certificate of Plagiarism.The candidates stated that in University of Kerala there is no software avilable to check the Plagiarism in Hindi Language. Hence they have requested to take necessary action in this regard.
Clarifications were sought from the Librarian, Kerala University Library. As per the clarification “the documents submitted in Hindi and other regional Languages can be checked for Plagiarism using URKUND software, if they are in UNICODE compliance. But there is a limitation, regional Language documents submitted in UNICODE fonts will be checked for similarity with online documents available in UNICODE fonts only, i.e.similarity with documents in non- UNICODE fonts will be skipped in the checking . This matter is brought to the attention of INFLINET- the service provider of URKUND software – and it is expected that the problem will be solved at the earliest. For satisfying the clause 8.6 of the Regulations for Award of Ph.D Degrees, University of Kerala, 2016, the Reserach Scholars can be asked for submitting their thesis in UNICODE fonts, otherwise plagiarism check cannot be performed. Commonly used UNICODE compliant fonts for Hindi are Mangal, Arial Unicode MS, Aparajitha (in Windows 7), Arya, GIST- Mohini etc.The file format can be doc, pdf,txt,rtf,html, htm,wps,xls ppt,odt,docx,pptx,odp,ods,pages, xlsx,ps,etc” Hence as per the orders of the Hon’ble Vice Chancellor, the matter is placed before the Standing Committee of the Syndicate on Academics and Research for consideration and recommendation.
Recommendation:
The committee considered the above matter and recommended the following:
1.The research scholars who have already submitted the thesis related to the regional languages are exempted from producing the plagiarism certificate as mandated in the UGC Regulations 2016, provided these scholars and the concerned research supervisors shall submit an undertaking to the effect that the contents of the thesis submitted by them is within the limit prescribed for plagiarism and they shall be personally responsible in the event of detection of plagiarism even after the award of Ph.D degree has been conferred.
2. All thesis especially in the regional languages submitted hereafter shall be prepared in the UNICODE fonts as suggested by the University Librarian.
3. Necessary direction in this regard shall be given to all Doctoral Committee Chairmen and Head/Directors of the approved research centres of the University.
Resolution of the Syndicate
RESOLVED that the above recommendation of the Standing Committee of the Syndicate on Academics and Research held on 25.01.2021, be approved.
