College Council Membership of Librarians in University of Kerala

Preliminary Minutes of the 9th Meeting of the Syndicate held on 21.01.2020

Item No. 09.22.14 : College Council Meetings of affiliated colleges - membership to all College Librarians - Reconsideration of the earlier decision of the Syndicate - reg.

The College Librarians shall be given full membership in College council and other relevant committees constituted by the college, as per G.O.(Ms) No.169/94/H.Edn. dated 22.11.1994. On the basis of the request received from Institution of LIbrarians & Information Scientists (ILIS), the matter of giving full membership to the Librarians, in the College Councils, the Syndicate ,at its meeting held on 28.09.'18, vide item No. 05.52.09, considered the proposal for amendment to University Statute based on Govt order for giving full membership to College Librarians in the College Councils and has resolved to issue a circular to all Aided Colleges, to see to it that, UGC qualified Librarians are mandatory invitees to College Council Meeting. Thus, the Principals of all aided colleges under the University of Kerala were instructed to see to it that, UGC qualified Librarians are mandatory invitees to College Council Meeting.vide circular No. Ad.AV.1/18845/2019 dated 06.06.2019. Now, Sri. Y. Osbon, Senate Member, vide letter dated 04.12.2019, has requested to take necessary decision for including all College Librarians in the College Councils of affiliated colleges, and has stated that, the most of the Librarians working in Govt/Aided colleges do not possess UGC qualification and hence they are not allowed to take part in the College Council Meetings, where discussions on development of College Libraries are made. Hence, as per the orders of the Vice-Chancellor, the matter of reconsidering the circular No. Ad.AV.1/18845/2019 dated 06.06.2019 and giving membership to all College Librarians in the College Councils of affiliated colleges, is placed before the Standing Committee of the Syndicate on Teaching and Non Teaching Staff of Private Colleges for consideration and appropriate recommendation. The Standing Committee considered the proposal and recommended to refer the matter to the Syndicate. 

Resolution of the Syndicate 

RESOLVED to include all College Librarians in the College Councils of affiliated colleges.

Item No.10.02. Confirmation of the Preliminary Minutes of the 9th Meeting of the Syndicate held on 21.01.2020 -reg. (Ac.A.I) 

The Syndicate considered and approved the Preliminary Minutes of the 9th Meeting of the Syndicate held on 21.01.2020 with the following modification: 

Item No.09.22.14 

Resolution be corrected as ‘RESOLVED to include UGC Qualified Librarians in the College Councils of affiliated colleges. If UGC qualified librarians are not available, Sernior Most Librarians shall be included.

Item No.09.22.14 Resolution be corrected as ‘RESOLVED to include UGC Qualified Librarians in the College Councils of affiliated colleges. If UGC qualified librarians are not available, Senior Most Librarians shall be included. (Ad.AV)

 Hello Team RetractionWatch, I would like to report a case of a journal named "African Journal of Biological Sciences".  The journal is index in Scopus at  https://www.scopus.com/ sourceid/21101106407 Scopus does not mention a homepage for the journal nor given a link to the journal. Scopus has calculated CiteScore 2023 as 0.8. All the articles of the journal are indexed in Scopus. It is interesting to note that all the text on the homepage "About the Journal" and "Journal Policies" are images.
